I tried to upload a file on mediafire but speed was too slow(around 45 KB/s).Is there any free file hosting service with good upload speed and resumable too?I'm in a college use proxy to connect to the internet.The download speed varies between 100KB/s and 1MB/s.

Normally it is the download speed that they restrict. Upload speed mainly depends on ISP. BSNL has max upload speed of around 80 KBps for ADSL connections. Since there will be many PCs accessing net, that could be affecting the upload speed. Try from a different connection (that is known to give more speed) and confirm.
