MTNL has the best plan in India. If I remember correctly, they give 1 Mbps unlimited at around Rs. 1,000 per month.

Used to have. Speed is capped around 1 Mbps and there are problems like frequent disconnection (they fix this to an extent ), high latency etc.

According to reports, someone downloaded around 1.7 TB in one month. Also BSNL identified 1100 connections which are using the bandwidth heavily and choking the network.

Certain modems were giving disconnections, but BSNL has a fair share in it.
